This study aims to identify the role of public universities in educating people with disabilities and integrating them into society, and to determine the actual role played by these universities in providing educational services within colleges for disabled people and in integrating them with their ordinary students. Disability is presented as a humanitarian, social, and moral issue which requires educating and integrating disabled people. This is considered as a duty imposed by human, social, and moral values and called for by religious values that stress the necessity of providing equal educational opportunities to everyone in a way that suits their needs, abilities, and potentials, regardless of the degree of their disability. Through this research, several topics are discussed through three sections: the first reviewed programs and services for caring for people with disabilities, the second studied the needs and problems of people with disabilities, and the third touched on the program for integrating people with disabilities
